"We informed our companies (which are) implementing projects in the Kingdom that they should adhere to quality while implementing them. Otherwise; they are supposed to withdraw," said the Chinese Ambassador to this newspaper. This may not mean that all companies have failed as there are successful companies but the joint default may be an administrative one as we are witnessing a floundering in the projects of national and external companies that had been subject to failure. In regard to the Chinese companies; most of the projects handled by them were consisted of schools related to Ministry of Education where the engineering affairs, since long time ago, are not in the size of big projects either due to the unqualified administrative aspect which annually leads to withdrawing the adoption or approval which results have not been actually implemented due to a chain of bureaucratic accumulations represented by the few number of technically and administratively qualified personnel or to the centralized decision which represents the reason and result behind projects pitfalls. The Chinese Party is not referring the failure of its companies to the administrative condition in the Kingdom but to the centralized decision I the mother country where all sectors are subject to the administration of the state. Meanwhile, the flexibility of work and the handling way with the procedures of the external countries keep moving in the same direction through which they are run or managed in China. Otherwise, how can the success of Korean and Taiwanese companies in earlier stages, which did not face the present problem, be interpreted in spite of the weak capabilities. It may be that their flexibility was the reason behind their success. Restricting the failure to the projects of Ministry of Education must be dealt with immediately through analyzing the situation as a whole, rather than through considering its particulars only. The problem of the schools is a case that hindered the progress of advanced education in spite of the dedicated budget which amount exceeds the whole budget of a third world country. The results were contrary to this big generosity provided by the state and this means that we are before a big dilemma which needs instant action. Are there alternatives with other countries which are able to deal with our conditions through new concepts, plans and implementation, in addition to the willingness of working according to a successful policy? WE should consider the success witnessed by Turkey, Brazil, India and other successful countries. The core of the issue is not related to the cost only but to the rapid implementation and quality, too. These two factors are available in some states and companies that may solve the problems we are witnessing in most of construction projects. As for the national companies which managed to gain shares beyond their dreams; the output of some of them was positive one that witnessed good success while others were getting their contracting tenders through honoring without being subjected to accountability. The latest may get out of the market due to the black holes they caused in regard to the mismanagement and adoption of turtle movement in performance. It is a problem of massive monopoly that should be subject to reconsideration as we are racing with time and the present generous financial availability may not last for long. Projects' floundering is a negative condition which is common in work movement in government bodies and their traditional formation which does not want to change according to the advanced form of technical administration and rapid implementation. In spite of the big authorities/ powers of the ministers; work obsession led these professions toward honorary ones only. The principal of selection and appointment has been aiming at bypassing the old routine and renovating all the administrative and technical structures of these ministries. It has even become that the issue of government's employee (bad) performance and lack of commitment have become one of the obstacles obstructing the development of a generation which is compatible with its time, behavior and technical output. As for the status of the foreign companies and the necessity of their presence; they represent the competitor of national companies that should have been joined in a partnership to grow towards being in the size of major companies. However; the implementation of this option is impossible under the various present conditions.
