Systems (which are) hindered by modernization!!

Our government systems had been established during the era of ministries establishment initial stages where most of them were copies of the Egyptian systems which, themselves, were a mixture of the Turkish & European systems. They were suitable for that stage at that time but what is unfortunate or regrettable is that they are still being the applied rule until today in spite of the availability of the academic competencies in Law, Islamic Law and administration. Thus, the present change and development is compatible with the technological administration stage which has resolved the problems of the routine procedures and headed forward towards the rapid achievements that respond to another era of outcomes different from the bad work and consequences of the traditional administration.
Human Resources Administration was supposed to be the nucleus of updating and modernization where competency should be main reason for appointment in a job. However, the said administration kept being out of its real role as nepotism and mediation dominated the other standards. The issue is not related to one administration or system as all administrations or departments are managed through a selfish individual way where all systems and powers are restricted to the minister or his under secretary. Thus, work cycle becomes slow & lazy while solving the case is dealt with through formation of committees which hinder the work even more than before as they are held & their recommendations are declared through the regular traditional method. Instead if finding a solution, such committees add more knots to it due to that the core of their system is unclear and subject to various interpretations and explanations. Accordingly; strategic projects may be hindered due to the bad administration and vague system.
If good administration is a reason for the success of establishments and companies; the absence of competence which can update and form new visions is a substantive matter. Even those who are prepared for adding new texts to the systems realize that their additions are confronted by the traditional mind which considers that the relationship between the manager and the subordinate employee is a mere personal superiority rather than a work relationship governed by adherence to the system and its articles.
In spite of the multiple additions to which these systems have been subjected; they are still spinning in the circle of long term idleness as neither the legislative bodies nor the legal administrations available in each government ministry & department are able to bypass the obstacles and respond to a new era which is different from the past stages. It is realized that hating modernization has become a nightmare considered as reduction of power by any responsible high official due to his belief that applying it shall encourage his staff to rebel and challenge him. It is a mistake that kept being stuck to us since the past times and, thus, has become a permanent complex.
Management Institute provided the training, published various studies and attracted many competencies. However, what it is teaching and providing with is faced by the erect wall of administrative complications. Thus, what the institute is doing becomes no more than an addition of information which are neither applied in government departments nor benefited from by the trainees.
Updating the systems is not a public benefit for us only but a step for dealing with the external world through contracts and facilitation of dealings and procedures. The restrictions that we imposed have been abandoning the successful investors away of our markets. Accordingly, if we want to bypass our present and move towards a world which is updating itself daily; we should update all systems. Otherwise, the hindrance and its accompanying slow procedures shall continue its presence or existence.
