Moving from the committees complex to employment companies

Some satirical concepts about government departments' procedures prevailed between people when they circulated the expression of "If you want to kill any project, form a committee for running it."
Indeed, the words have been identical with the facts as the committees have become a burden for the achievements due to that they disagree when they meet and the majority get convinced when they vote but in a way that lead to disruption of the transactions / documents for no good or logic reason.
Geniality of some universities and ministries have recently led to charging employment companies for handling employment duties in spite of that the targets related to such charge are absent and the citizenships of most of these companies are foreign ones but under a Saudi cover. These companies do not know and cannot understand work environment or systems; in addition to that their choosing of competencies is subject to their tempers & moods. Some authorities witnessed the employment of non-Saudis through unreasonable contracts where a general feeling of that "he who is running such business wants to achieve the targets of his citizenship citizens at the expense of the Saudi citizen" prevailed between Saudi people. An example of which is the layoff of some Saudi female teachers (that occurred recently) of which the university repudiated from and charge its responsibility to the employment company which have chosen the foreign alternative instead of the Saudi male & female citizens.
There are ministries and public sector companies which are responsible for employment with a track record of long years of experience and work. There are regulations, systems, promotions & penalties that constitute parts of these systems. Since the emergence of the ministries and their various sectors and branches, employment has been always one of their powers. If we agree that employment is charged to companies, does this mean that contracting should be with the foreigner in spite of available big number of the qualified Saudi administrative officers graduated from an administrative institute of a great competence?! If such procedure is necessary; why these companies are not national ones which are established on a base similar to the one of our giant companies such as ARAMCO, SABEK, Electricity National Company, Mining National Company and other companies?
The foreigner complex has become a problem. It is true that that there are advanced countries which companies and experience can participate in the fields of industry and some other tasks for which there are no national competencies such as the foreign companies that participated in oil extraction, chemical manufacturing and construction of other various facilities but replacement and finding the national alternative must be among the long term plans as such procedure has been applied in our major companies earlier. In all cases, employment issue remains as one of the present problems which form a pressure on the citizen and the sate at the same time.
The private sector is concerned by its profits. Id such pressing procedures are applied on it by the state, there are crooked routes that can be followed, in spite of that some of the companies, establishments and various departments that followed such routes have been discovered but never punished! The percentages that have been forced by Ministry of Labor have not been applied due to the weak monitoring. Thus, the virtual or fake employment has become one of the means that boosted the influence of businessmen and their Chambers of Commerce and led it towards surpassing the state's procedures.
Employment companies' mode will not solve the present failure represented by the unemployed citizens which percentages have become tragic. Such policies need binding decisions and strict monitoring to be able to get out of the tunnel of a case which represents the obsession of everyone.
