The Ministry of Education has directed all its departments to stop giving increments to five categories of employees: supervisors of extracurricular activities covering less than three classes, teachers who teach less than 10 classes a week, those who are enrolled in training courses for a semester or more, those who were given special education allowance over the past years and all those who work in programs covering less than two classes. The Ministry has asked all departments to provide accurate information. The special education allowance ranges between 20-30 percent of a teacher's salary. The Ministry of Education has also laid down five conditions for schools to provide safe drinking water to students. The conditions stipulate that drinking water should come from a clean source, it should be periodically checked to ensure hygiene, water reservoirs should be properly closed to avoid pollution and dust, water coolers and filters should have periodic maintenance, and reservoirs should be cleaned periodically. __
