If every high official cared for doing his duties honestly on a regular basis; we would have blocked many of the doors of recurrent complaints. Custodian of the Two Holy Mosques, King Abdulla, was keen in every occasion to concentrate on serving the citizen as he represents the fundamental pillar of work and development & their assumed value but the truth counteracts his service in many government & private departments. When he was directing the new ambassadors; he told them "the news about you will come to us & we shall know who among you is going to close his office in the face of the citizen and who is going to open it for him." It's a real warning for dealing with any failure, though the truth is that there are offices, embassies & ministries that do not provide this duty with its due right. There some officials who disrupt the dealings deliberately and others who close their doors in front of the concerned people claiming that they have meetings or duties that must be done. Some embassies do the same thing as when a citizen goes to them; they face him with questions about a lost passport, stolen money or a deed which breaks the rules of the country in which he is while his requests are far away from such assumptions. This case is not even limited to the embassies employees of Saudi citizens; it is related, as well, to the subcontractors in a way that makes the general image or vision of our embassies bad. Such matter is not restricted to the embassies only as the offices of Saudi airlines and departments which are not related to the embassies suffer from the same complications and irresponsibility.
In the country itself; there are financial excesses and obstruction of big projects through depending on a system paragraph interpreted by an employee or high official in a wrong way, in addition to the insults addressed to the citizens who crossed far distances for finishing the formalities of their documents. Within the absence of accountability; such behavior prevailed in a cancerous way from which no one is excluded starting from the minister and ending with the incoming & outgoing clerk.
The absence of correct accountability whether from ministries inspection departments, which are a mere name with no deed, Monitoring, Inspection & Human Rights Authority or other offices and authorities contracted the human relationship circle between the employee and the citizen whose document need some formalities to be ready. This gap has become a result of the accumulation of administrative schools methods that we imported their systems and performance from countries which are drowned in such irresponsibility.
If we look at the functional performance which reality has been revealed by many studies and statistics from various authorities; we shall find the time of the work done by the employee in a correct way does not exceed an hour, while the other hours are wasted in absence registration, reading newspapers, visiting the colleagues in other offices & driving the children to school and bringing them back from them. Such image needs no clarification for him who used to visit such department.
The document that should be prepared in two days may be kept on the offices for many months. This carelessness imposes an urgent work for updating such outdated systems by authorities that have a creative thinking that leads to development, in addition to legislating laws for accountability that do not care about the kinship between the citizen and the employee. Such authorities should not restrict on attendance register, cards systems or fingerprints system only and forget the real performance. We are passing through a stage of comprehensive modernization and have high level competencies now but such administrative obstruction should not be still existed as its existence shall double the cases of hidden unemployment. In such case; the looser shall be the home country and the citizen while the responsibility of it shall be borne by the person who does not appreciate time value in the field of accelerating achievements.
