French Foreign Minister Bernard Kouchner says Afghanistan should hold a runoff presidential election to prove it is a democracy _ even though incumbent Hamid Karzai is sure to win, AP reported. Kouchner predicted on France-Info radio on Tuesday that Karzai would accept a runoff because he «is rather smart, and in any case, he has won.» Kouchner said that even after a U.N.-backed panel threw out a third of Karzai"s votes from the first round of voting in August, Karzai still won about twice as many votes as challenger Abdullah Abdullah. Kouchner said holding a second round would be proof of democracy. The minister was in Afghanistan on Saturday. --SPA
