A top Russian diplomat has warned Europe and the United States not to seek a U.N. vote condemning Moscow for its human rights record in Chechnya, saying that the situation in the war-ravaged region is improving and that any censure would be inappropriate. Deputy Foreign Minister Yuri Fedotov said Western nations should not submit an initiative to condemn Russia over rights in Chechnya at an annual session of the 53-nation U.N. Human Rights Commission, which begins next week in Geneva, the Interfax news agency reported Saturday.
