Basque premier calls early ballot

Basque premier Juan Jose Ibarretxe called regional elections for April 17 on Wednesday, a month ahead of an expected date in May, as he vowed to push ahead with a plan for virtual independence from Spain.
Ibarretxe's plan for "free association" with Spain was crushingly rejected by the Spanish parliament on Tuesday, but the regional leader pledged to call a referendum if armed separatists ETA end their violence.
