The plan, which the national parliament is almost certain to reject, calls for an ETA truce followed by a referendum in the Basque region. ETA, which has not killed anyone since May 2003, has planted a number of small bombs in the last six months in what analysts see as a bid to retain political influence despite several high-profile arrests and arms seizures last year.
