The Kingdom of Saudi Arabia called upon the international community to pressure Israel as it is the only party in the Middle East that has not acceded to the treaty as a non-nuclear state and the importance of placing all its nuclear facilities to the comprehensive safeguards regime of the International Atomic Energy Agency (IAEA) as set out in Security Council resolutions 487 and 689. This came in a speech delivered by Dr. Khalid Mohammed Manzlawi, the deputy permanent representative of the Kingdom of Saudi Arabia to the United Nations and deputy of the Kingdom's delegation participating in the third preparatory committee of the Nuclear Non-Proliferation Treaty Conference of 2020, at the United Nations Headquarters in New York.. Dr. Manzlawi pointed out that the Kingdom affirms that the second decision on the Middle East is an integral part of the outcomes of the resolutions that led to the adoption of the indefinite extension of the Treaty on the Non-Proliferation of Nuclear Weapons (NPT). Dr. Manzlawi said the Kingdom of Saudi Arabia affirms the inherent right of all countries to the peaceful use of nuclear energy in accordance with IAEA standards. He added that the promotion of the peaceful uses of nuclear energy in accordance with the NPT framework must be coupled with the highest standards of nuclear safety and need for States to observe the highest standards of nuclear safety in their facilities and to provide all necessary requirements and procedures to ensure the safety of the nuclear facilities even if they are used for peaceful purposes, expressing the Kingdom's hope that the international community, the United Nations and the International Atomic Energy Agency (IAEA) shall urge Iran to sign the Nuclear Safety Agreement.
