Japan's unemployment rate was flat at 4.2 per cent in October, the government said Friday according to dpa. The number of unemployed decreased by 180,000 in the month from a year earlier to 2.71 million, falling for the 29th consecutive month, the Ministry of Internal Affairs and Communications reported. Experts said one of Japan's most serious problems in the past decade is not jobless rates but unstable forms of employment especially among women and young people.
