Tropical Storm Carlotta has formed in the Pacific Ocean south of Mexico and is expected to strengthen into a hurricane. The storm's maximum sustained winds early Thursday were near 65 kilometers per hour (kph), and the U.S. National Hurricane Center said Carlotta is expected to become a hurricane by the time it reaches Mexico's southern coast on Friday. The tropical storm was centered about 695 kilometers south-southeast of Puerto Angel, Mexico and was moving northwest near 17 kph.
