Why do the Haia chase people?

I am writing with regard to the report "Haia car chase: Both brothers are now dead" (Oct. 2). I have never understood why the Haia have to chase people. I have read a lot of articles which report such chases and that they often lead to very tragic accidents. Who is right and who is to be blamed for this? I believe that the members of the Haia are well-versed in Islamic rulings and teaching. So, why does this still happen?

The head of Riyadh traffic police is reported to have said that Haia mobile teams and the Municipality of Riyadh have violated the law by installing reinforced bumpers on their vehicles.
