Decision making in the advanced countries passes through several stages. Thus, instead of the bureaucratic administrative procedure; the high official seeks the support of a group of consultant researchers of whom each is a specialist in his field. In most cases, the majority of such consultants are looked for and employed from the research centers of which plenty are available in the universities.
In fact, the specialized research centers' role in the advanced countries is an essential, leading and active one as such centers are considered as key partners in running the governments rather than being an independent body not really related to their issues. It is from such centers that ideas and initiatives are born and strategies are set to be actually implemented later.
In the United States, for instance, a group of researchers specialized in all local and international political fields together with the social affairs provide their view points to the White House at the beginning of each presidential period, especially in regard to the priorities and dealing methods with the various aspects, according to scientific knowledge accumulation obtained by such researchers, who are specialized in critical fields, after vast readings in books and researches for some considerable time through which they have managed to provide themselves with a lot of details that even the residents of that some area may have no idea about.
Out of such massive amount of knowledge, the expert or researcher provides his consultancy trustfully after reaching the final conclusion that consultants usually provide. In most cases, the high officials subject to spotlights in one country are if limited capabilities in some fields but this is natural as some of them might have come out of economic background but have no enough knowledge about some political details or otherwise while some others might have come from legal or cultural backgrounds.
Seeking the help of research centers for building the policies and specifying the strategies grant the smooth flow of work in a scientific and methodical way away of the improvised decisions which represent a waste of time, money and effort in most cases.
There is no doubt that our universities are full of research centers which researches are covered with dust and no entity is benefiting from their outputs in spite of that those who have prepared them are specialists that the state had spent million on their education. Many of the crises that we face represent the output of the improvised decision which is based on speculations or personal opinions. Some government establishment do not hesitate in charging some of its studies to foreign centers and ignore the facilities and Saudi researchers and specialists of our universities in spite of that they have enough capabilities and are more knowledgeable in regard to the political, economic and cultural nature if compared with any foreign establishment.
At the end, this consultant submits a costly bill for his fees that the Saudi researcher cannot obtain even half of them in spite of that some foreign research centers and establishments have been fair with him.
The output of the scientific researches is suffering as well and is tougher to the homeland before being tough to the citizen as it is financed through big numbers but is not really implemented after that. In fact, the country cannot rise without investing in the researches. The development achieved by the advanced countries such as Japan, Korea, India and Germany has been the result of the scientific researches, in spite of that they are suffering some basic natural resources such as oil which participates fundamentally in the scientific and civilization advancement of these countries.
Moreover, financing the researches represents a necessary demand for private sector companies in the Kingdom. In this regard, it is enough for us to know that Porsche, the German company, has dedicated 400 million Euros for developing only one of its sectors.
