We know that transferring the industry, commerce, scientific research & resettling them away from their resources lies among the difficult matters as it is classified to be within the circle of monopoly. Even globalization about which it has been said that it exceeds the races, distances & countries has never gone farther than the spots which have big bases of development such as the trained work force, the market & the economic freedom. The strange thing in the Arab homeland is that in spite of that the Arabian West is close to Europe and has semi-cultural relationships with it due to its people fluency in French, Italian & Spanish; there is no full civilization influential factor similar to the West that led to transferring the technology and settling it in these countries, despite the abundance of the population, the valuable geographic location and the historical relationship with Africa as a whole! Were the restrictions due to the bad bureaucratic regimes? As countries of the European continent transferred most of their industries to Asia, south Africa and Latin America which do not enjoy the features of Arabian West countries. Even if the reason was referred to that the attractive investments travel to the countries of good back ground which are able to achieve gains; Algeria & Libya obtain oil & gas where Algeria, in particular, has a big population which makes it not really needful to the material side. This is confusing as the reasons behind it remain illogical and unknown while there are other countries of less capabilities which managed to rise from the level of the third world to the second and, recently, to the first! The same thing applies to the Arabian East as it is close to Asia which is rising strongly to the level of advancement which is, in some cases, superior to the West due to its powers and minds. These Asian countries managed to make their languages a center for the scientific and technological research through their benefit from the civilization and economic achievement in Europe and the United States. In spite of its closure to the biggest continent and its connection with it; the Arabian East kept being no more than a consumer except for some participation in the petrochemical industries in Kingdom of Saudi Arabia and some G. C. C. countries. This big gap is an output of educational, economic & political systems that did not witness any updating where there is a dependence on the sole income such as oil, agriculture or shopping centers which are no more than a passageway market for the international products, in addition to some financial movement. These activities are not basic pillars in the heavy industries as what these countries need is to spread the nationalization culture in regard to these activities for establishing a permanent national economy. The Arabian West & East passed through many unitary, socialist and oriented economy experiences. Some of these countries were some industries, universities and banks had been established during the beginning of the past centuries had been transformed to countries where everything had been nationalized. This nationalization led them towards the monopoly of the military state of which some regimes are still available. Meanwhile, other countries adopted the Free Economy policy but did not direct its human powers and revenues towards a holistic construction based on establishing an advanced education and economy which is not monopolized by the state only. The same thing happened in the Arabian West as Algeria moved towards the old Yugoslavian system based on the "self-management' theory. The said theory is, mainly, an amended socialist system which is not flexible at all. Libya, as well, adopted the same system and became owned as a whole by President Gaddafi. The exception here is represented by Tunisia and Morocco which depended on tourism industry which couldn't benefit them in a way enough to lead them towards the level of the advanced countries. The Arab nation is living a crisis of existence and identity, in addition to the conflicts that led to plenty of losses which changed the whole environment from being an attractive one and caused it to be an expelling one. It is a problem which solution is unseen in the close future.
