Crown Prince Salman bin Abdulaziz Al Saud, Deputy Premier and Minister of Defense, chaired the Cabinet's session at Al-Yamamah Palace in Riyadh on Monday afternoon. The Minister of Culture and Information , Dr. Abdulaziz bin Mohiuddin Khoja , said in a statement to the Saudi Press Agency (SPA) following the session that the Cabinet was briefed on a number of reports on the latest developments and situations in the region and the world. The Cabinet expressed its appreciation for the decisions taken by the Arab League Council at the level of Ministers of Foreign Affairs in its emergency meeting to discuss the developments of the Palestinian issue, stressing the call of the Arab foreign ministers on the United States to continue its efforts to resume the track of Palestinian-Israeli negotiations and to oblige the Israeli side to implement its commitments and obligations to the peace process references in accordance with the agreed timetable. The Cabinet expressed concern of the Kingdom of Saudi Arabia on the deterioration of the human rights situation in a number of countries around the world , including the continuing human rights violations in Syria, the deterioration of the human rights situation in Rakhine state with a Muslim majority in Myanmar, and the current crisis in the Central African Republic resulted in nutritional crisis affected about a third of the population, calling on the international community to assume its responsibilities to stop these crimes against humanity in these areas and to hold accountable those responsible, and the importance of concerted international efforts to deliver humanitarian aid to the needy people. The minister said that the Cabinet then discussed a number of local affairs including some of the scientific achievements that have been made for the kingdom these days, commending in this context the medical accomplishment of the successful operation of separating the Iraqi twins and thanked the Custodian of the Two Holy Mosques King Abdullah bin Abdulaziz Al Saud for his attention, follow-up and support for the operations of separation of the twins. The cabinet was also briefed on a report on the winning by the Saudi team participating in the Third Gulf Math Olympiad 2014 of the first six places for the third time in a row and the Kingdom's winning of the fifth place globally among ten pioneering countries in the use of government digital services, asserting that these achievements indicate the kingdom's enjoyment of creative people who contribute to building a knowledge society and the Saudi government's continued support, which is the catalyst and motivation for citizens' excellence and distinction in various international forums. The cabinet was also briefed on a report by the Minister of Health on the status of the virus Corona and the efforts made by the ministry in this regard. The Council of Ministers was reassured on the health situation in general and the situation of the province of Jeddah after the inspection tour of the Minister of Health of a number of hospitals of the ministry in Jeddah province, stressing that the situation concerning the virus Coruna is reassuring. The Council stresses on the media to adhere to all of the issued instructions not to publish any news concerning this virus or any epidemic disease except through the approved official department at the Ministry of Health. Dr. Khoja said that based on the royal directive, the Cabinet was briefed during its session held on 14/6/1435 on a number of issues, including issues discussed by Majlis Al-Shura. It was also briefed on the outcome of the Cabinet's Bureau of Experts and the Cabinet's permanent Committee and its Subcommittee in this regard and concluded the following: First: After reviewing the report submitted by the Minister of Foreign Affairs, the Cabinet approved the addition of the Deputy Minister of Foreign Affairs to the membership of the Board of Directors of Institute of Diplomatic Studies. Second: The Cabinet approved the authorization of the Minister of Foreign Affairs - or his deputy - to discuss with the Arab Tourism Organization a headquarters draft agreement between the Government of the Kingdom of Saudi Arabia and the Organization, and to sign it before submitting the final version to complete the statutory procedures. Third: After reviewing the report of the Ministry of Interior, and after considering Majlis Al-Shura resolution No. ( 118/56 ) dated 09/01/1435 AH, the Cabinet approved a regulation on transferring information of those dealing with private enterprises electronically to the National Information Center of the Ministry of the Interior (Shomos Security System) . A royal decree has been prepared for this purpose. Among the most prominent features of the regulation are the following: 1 - The regulation develops general rules for the transfer of information of those dealing with private enterprises to the National Information Center of the Ministry of the Interior electronically through a system called (Shomos System) to be run, supervised, applied and developed by the Ministry of the Interior only. At the same time, according to this regulation, the Ministry of Interior shall be committed to taking the technical measures that ensure the privacy of private enterprises and their information confidentiality to ensure that they shall not be used for otherwise specified purposes. 2 - The regulation shall be applied to private enterprises engaged in the activities of tourist accommodation facilities, lease of lounges, car rental, buying gold and jewelry from a trader and transport of passengers among cities within the Kingdom or abroad in addition to movement of vehicles, real estate rental, sports centers and the sale of vehicles with canceled registration. Fourth: The Cabinet approved the following: First: Forming a standing committee at the Ministry of Justice that shall include a representative from each of the Ministry of Justice, the Ministry of Commerce and Industry, Saudi Arabian General Investment Authority , three persons chosen by the Council of Chambers of Commerce and Industry, three experienced and competent people to be chosen by agreement between the Minister of Justice and Minister of Commerce and Industry. The task of this committee shall be as follows: 1- Approval of the issuance of licenses for the establishment of Saudi arbitration centers and their branches according to the rules laid down by the committee. 2- Development of standards for registering arbitrators authorized by it. 3- Setting guidance standards to determine the arbitrators' fees and expenses at the centers authorized by it. The Standing Committee shall issue its decisions by majority and be approved by the Minister of Justice. Second: Establishment of a center under the name 'Saudi Center for Commercial Arbitration' and under the umbrella of the Council of Chambers of Commerce and Industry. It shall be headquartered in the city of Riyadh. It shall oversee the arbitration proceedings in relevant business and civil disputes whose parties agree on their settling in arbitration within the framework of this center as required by the applicable regulations and the established civil and commercial judicial principles. This center's jurisdiction shall not cover disputes concerning administrative, personal status and criminal cases and where reconciliation is not permissible. Third: The Center shall have a board of directors to be formed by a decision of the Council of Chambers of Commerce and Industry in agreement with the Minister of Justice and Minister of Commerce and Industry, and in coordination with the Governor of Saudi Arabian General Investment Authority for a period of three years, subject to renewal , and that the Chairman of the Board and its members shall have previously worked in the private sector for a period of not less than ten years for the Chairman and five years for the members, and they shall not have occupied any government post or job. The Board shall assume the Center's Affairs and supervise it particularly the following: 1- Approval of the Center's regulations, rules, decisions and requirements necessary for its work relating to its financial resources and the work of its branches. 2- Preparation of a list of the names of the arbitrators in the field of competence of the center, from which the concerned parties can be briefed or select from it or others. 3- Setting guidance standards to determine the arbitrators' fees enrolled in this center and their expenses. 4- Creating - as needed - branches for the center inside and outside the Kingdom. 5- Taking the necessary arrangements regarding the issues within the jurisdiction of the center in all disputes that arise between people with natural or legal status. Fourth: The Center shall represent the Kingdom in the field of commercial arbitration domestically and internationally in coordination with the Ministry of Justice. Fifth: the Center shall have a fund to provide arbitration aid in accordance with the regulation issued by the Minister of Commerce and Industry. Fifth: The Cabinet approved a memorandum of cooperation in the fields of science and education between the Ministry of Higher Education of the Kingdom of Saudi Arabia and Ministry of Human Resources of Hungary. Sixth: The Cabinet approved a memorandum of understanding between the government of the Kingdom of Saudi Arabia and the government of Egypt in the field of electricity interconnection.
