What will Development & Employment Forum provide?

Al-Riyadh is witnessing A large crowd of ministers, businessmen & others concerned of development, employment and Arab community protection through a big demonstration. However, the declared frameworks of an important strategic project for some Arab countries that have been passing through a state of imbalance for more than half a century do not provide with optimism in regard to finding solutions for accumulated problems that had increased many times, became rooted and doubled its complications since long decades.
The offers presented before the forum are numerous, diverse and linked with hopes that may be limited due to that we need, before defining the problem, have the base, the willingness and the plans by which the attending states or the states which just find themselves invited to this forum are willing to commit. How shall such forum achieve the percentages of success or failure?
Unemployment in Arab countries have been caused , during all stages, by the political regimes that failed to perform an acceptable role leading to achieving a percentage of development which output can be jobs and vacancies together with industrial and commercial activities supported earlier by a political stability which produce a modern education that pushes the educated and developed young men, through training and practice, to the market in numbers equal to the labor force of the other countries. All the attendants and external supervisors do know that treatment cannot be obtained through eloquent words or through charging an authority the sin of another. The obstacle in all Arab works is judging each state by believing that it is a sector which is separated from the other sector (i.e. state). This has been leading to the existence of poor Arab capacity and its becoming weak before other capacities.
For example, the biggest attractor for the workers of various specializations looking for employment is Arabian Gulf Countries. However, in spite of the big numbers of unemployed young men in Arab countries; we do not find the skill, the persistence and the good performance among them that can compete the other races of Asians who are occupying the first lists in the construction sector, the small establishments in charge of building and electric materials trade and even the small workshops in the residential neighborhoods. The reason behind this is that the Arab school, institutes and even universities do not implant in the Arab human that work is valuable and sacred. It is the crisis of the source and the receiver as what fits any Arab citizen, in regard to psychology and performance, fits the Gulf citizen in shape and core.
Work culture comes from an educational, cultural accumulation supported by rooted traditions which encourage self dependence since creation until adulthood. That's why we realize that the manpower in Asian countries such as Japan, Korea & China, followed by India & the Philippines managed to organize work rules and education outputs to the extent of that their citizens managed to compete the Europeans and Americans in achievement and the ability to give. This is due to a model or typical upraising that has become reflected on work values and fruits together with its scientific and technological achievement.
The forum has been held in many countries and included studies and analyses that have ended with conventions and agreements. However, when we return to consider the positive output gained from such earlier forums; we shall realize that the same booklets are being researched again together with the same linguistic formations and citations repeated by the economists or the high officials about the work and dealing with unemployment. Thus, judging the success of such important demonstration shall be through its abandonment of exaggerations and commitment with reaping the achievable results within the limits of what each state provides and is willing to commit with.
