Illiterate foreign labor force in the Kingdom exceeded 85% for 2010. This labor includes the illiterate and those with the basic education. These figures come as part of the updated statistics of the last year. According to the Economic Consultant at the Ministry of Economy and Planning Dr. Ahmed Salah, such percentages are based on the justification of outsourcing clamed to push the development wheel that is confined only to the rare specializations such as the academic specializations and the low works sectors such the construction. . The economic consultant indicated that the economic wastage because of the labor reduces the exploitation of the Country's resources, and it also makes it difficult to rationalize and make use of some projects such as rains water desalination and the electric power. He also pointed out that the number of foreigners maximized during the last three years to reach threefold the Saudi locals in as per the results of the census conducted last year. He also said that in spite of the decrease of unemployment during the last three years, the rate went up again reaching 10% by the end of the past year. So, if the salary increase decision was applied, an increase of tuition fees will follow for a specific period of time; as inflation is a natural outcome of the salary increase decision, and it is the only decision in spite of its difficulty. That was during the first meeting of the Saudi Society for Population Studies which was held yesterday in Twaik Place. The discussion was run by the member of the Shura council Mr. Abdullah Al askar who said that the topic of the discussion "the employment policies and unemployment growth in the Kingdom" is an important and complicated issue, and we are discussing it under the umbrella of the Saudi Society for Population Studies which was the first to promote the status of the Population Studies Center to support the infrastructure of the development plans. Dr. Rshud Al kharif thanked the chairman of the constituting committee after congratulating the Saudi people for the return and recovery of the Custodian of the Two Holy Mosques, and His Highness's initiates to support development and promote the citizens' standard of living and his extreme concern to achieve a quantum developmental leap. He also pointed to the variety of the tasks and activities undertaken by the Society to adopt new research projects that serve the community and the development of thought in the different aspects of population studies, and increase attention towards this major in the Saudi universities, as well as organizing training courses on the field of population in coordination with internal and external bodies, and working with relevant organizations in order to improve the information gathering and the development of demographic, economic, and social indexing techniques such as the indexes of unemployment, poverty and the like, not to mention encouraging creativity in the population related research by an annual award for the best researcher in this field. He also stressed the importance of the international participation through organizing conferences and holding specialized sessions in the Arab Region. And in order to achieve that, this Society takes the initiative to build bridges of coordination between the public and the private sector institutions to contribute together in serving the society and finding deliberated and creative solutions to support the instant development in our country. And this society is seeking for distinctiveness and creativity while serving the population issues through carrying out serious studies and providing scientific consultation, and raising the population awareness of both people and officials, and raising interest in the population issues relevant to development and environment, he said. The first meeting of the Society was closed after the election of the members who included Dr. Rshud Bin Mohammed Al hkarif – Chairman, and other eight members. Female memberships formed the half in the boards of directors, being the first society to include female members in its first board of directors.
