To realize the risks of unemployment and its devastating consequences, one may refer to the philosophical attempts adopted by Marxist state workers or proletariat, which was a jump to the unknown, good ideas with impossible applications, then there were those trying to stop the influence of feudalism and fierce capitalism, which lead to revolutions and massacres until the constitutions were put into place stressing on the importance of equal distribution of wealth, jobs, and equitable in rights and duties.
We, in the Kingdom, did not go through the dilemmas of historical, environmental and social conditions, and with the start the adoption of the first State budget and the establishment of education, official employment began to witness many developments; where with the beginning establishment of ministries, the number of vacancies was greater than occupants, forcing the government to employ Arab and foreign expertise to meet the necessary requirements.
And so we do not get into the history of management establishment and development, the decline of illiteracy, and the swell number of university, institute and college graduates in synchronization with the breadth of employment led to increased numbers of graduates and the start of new unemployment problems, which prompted the government to review the regulations to make employment priority to the citizens both in the private and the government sector.
King Abdullah, who targeted, by his resolutions, the middle class, came to review the recruitment policy, adopting thirty-five thousand jobs in teaching and the Health Diploma holders, raising the minimum salaries for private schools to 5000 Riyal, six hundred transport allowance and the feminization of pharmaceutical plants and others, and then activated the Saudization in the direction which takes into account the interests of all parties. This is a management plan revolution and organization to rotate the work, and to reduce unemployment, which has been a general concern for each family and individual.
The decisions took into account the necessary solutions for the current problems, the return to address the administrative performance and production cycle of a government employee in particular, and then increasing qualifications using a system binding, that there will be no promotion unless training in the same jurisdiction has been done, to eliminate the dependency or what is called hidden unemployment, as well as technical illiteracy, and so to speak, to pace the electronic government's continuous growth, as things will remain according to the traditional stance, the government alone, as the mean of education and employment, which is an error in the production and development traditions, if the administrative process is not part of the performance development.

The true replacement for Saudization, frequently discussed issue as the outcome of education, do not fit with the market, while we don't understand who is responsible, if the institutes, technical colleges and many degrees available in universities and institutes push graduates who do not have their chances with their qualification.
Recruitment plans must encompass changes, by the systematic rules different from the current, and with the existence of amendment options and the adoption of the concept of the job, is for the work not to for the employee, we can stand on the degree requirements for the employee, and even leaders, who inherited the concept of the work book and the incoming and outgoing traditions, and naive formulation must experience change to reach a total consensus between the remuneration and the owner.
