Thirty three States and Financing Institutions Confirm Commitment to Back up National Conciliation in Yemen

As many as 63 states and financing institutions participating in Consultative Group Meeting (CGM), a preparatory gathering to lay the ground for Yemen Donors Conference scheduled for New York on the sidelines of the 67th United Nations General Assembly, reaffirmed their commitment to back up Yemeni national conciliation government designed to bring about peace, stability and prosperity through adopting the Gulf Cooperation Council (GCC) member states' initiative for Yemen, signed in November 2011 as well as the staged program for stability and development that runs in harmony with the objectives of the GCC-sponsored initiative.
In a joint communiquأ© issued by the CGM, both the countries and institutions welcomed the program, priorities and list of tasks envisaged the Yemeni government which specify both short and medium term plans, in addition to financing mechanisms, which pinpointed the role to be played by Yemeni, regional and international civil societies, humane organizations and private sector.
The statement announced that donors at the two-day meeting held in Riyadh today underscored the importance of supporting the implementation of the GCC-sponsored initiative, signed in November 2011, particularly making the current transitional period a success.
Donors also, committed to financing prescribed priorities in the matrix that worth $ 63695. Due to having various donors, assistance will be provided, in different ways, in coincidence with responding to specific priorities in the matrix summing up, both priorities as well as resources.
Donors pay special interest to immediate humane needs, and another donors' conference will be convened following the success of the transitional period to finance the needs of medium and long term development.
In light of the need to accelerate implementing of projects in a short period, the meeting endorsed the mutual framework of reciprocal responsibilities and to submit it to the Yemeni Cabinet to approve it.
This mutual framework comes in accordance with Busan Principles which promote the importance of fulfilling pledges of financial aid.
The mutual framework comprises reciprocal responsibilities, reforms of major policies and work towards promoting government potentials to administer external aid, effectively.
Framework of reciprocal responsibilities, for its part, comprises a context of monitoring and coordinating donors' assistances which the government and the donors, alike pledged to honor, in order achieve tangible and immediate results that best serve Yemen's people interests.
The joint socio-economic assessment of the crisis, during the last year, explained the need to invest for achieving positive changes in the daily lives of the Yemenis, because the humane situation is still critical, in the light of the sufferings of millions of Yemenis, including children, women and displaced due to the deficiencies of basic services. So, the continuous commitment to effective response, is crucial to make the transitional period, a success.
Despite the importance of the immediate needs, it is very important, too, that the government and the donors community should invest for early recovery and long term development. It is similarly important to guarantee macro-economic stability through checking budgetary deficit and preserving adequate levels of external reserves.
We understand the efforts exerted to enhance political stability in one hand and investing in growth bound to serve the poor and human development, on the other hand, as each of them completes the other.
We assert the importance of the role played by the Yemeni, regional and international civic communities, in addition to humane organizations and the private sector as well as the Yemeni government in responding to human and development needs, alike.
We thank GCC member states for organizing the meetings for this groups' representatives as a part of donors' meeting, and encouraging close cooperation with this groups to follow up commitments resulted of this conference.
We recognize the difficulties facing the Yemeni people and their struggle to build a better future. We declare hereby today, our full support and solidarity with the Yemeni people demands and our commitment to assist them in achieving a stable and prosperous make-up. We thank the Kingdom of Saudi Arabia for the endeavors as well as the hospitability. We emphasize the importance of taking part in the next coming meeting of the Friends of Yemen and the Donors, which will convene in New York, hopefully wished to contribute in building up on this meeting outcomes.
