Leadership Concern & Nationalization of Development
Al-Riyadh's Editorial
Published in Alriyadh on 13 - 06 - 2012

Through his faith, loyalty and honesty, the great man King Abdulla Bin Abdul Aziz is establishing an important stage in the history of development and modernization along the extensive geographical and social areas of the homeland, in addition to setting new concepts in regard to dealing with the necessity of nationalizing the modernization, awareness and knowledge in the culture of the community & dedicating the construction of visionary and forward-looking scientific entities in regard to development components requirements and bases. Thus, the product shall be an integrated work that can achieve the strong leaps during the coming times, guarantees providing prosperity for the human and homeland's rapid move towards making an ambitious reality in all aspects and levels, whether economic, educational, health, cultural or infrastructural as, all of these are civilization values and basic necessary foundations for helping the community and geography to cross towards distinguished place among world's advanced and civilized countries.
King Abdulla Bin Abdul Aziz's vision and continuous faithful work for breeding the modern awareness in the minds of the citizen and the high official, in addition to his induction for thinking in the executive bodies of state's establishments and departments aiming at driving them to avoid the work routine, job bureaucracy and the lazy methods applied for solving development obstacles and problems. Such efforts represent a rooted wish in King Abdulla's mind for raiding the future by modern age tools and putting the home land in period suitable for making its modern history and testing its ability of thinking, planning, working and producing as it is competent for such challenges. King Abdulla aims, too, at pushing the homeland towards participating in dedicating the development as a civilization effort and an objective which is targeting the rehabilitation of the generations for facing their destiny and subjecting the time and pushing its paths towards the aspects of brilliance, creativity & invention. Thus, his final goal is arming these generations with knowledge and awareness for preserving the historical, civilization and geographical heritage and practicing the enlightenment as a behavior and practice.
It is from this point that King Abdulla is assuring that all government sectors should move towards the comprehensive and sustainable development through strategies which bases are clear, deliberate and subject to science, geographic facts and the reality which people are living. He wants these sectors to move towards implementing the plans and programs in a way that achieves the visions and targets aimed for by the leadership. Time is merciless now and it is not allowed in the concept the political and developmental decision maker for any authority to be dependent on laziness, slowness or inaction in regard to implementing development projects as the cost of such deeds shall be enormous ones paid by the homeland and the citizen, in addition to that they shall represent another loss added to the previous ones caused by some of the executive bodies. This is the dilemma of development in our region where some of the executive bodies' awareness and performance are far beyond the awareness and ambitions of the leadership.
Because of this, the following was among the most important items in the last session of Ministers Council meeting headed by Custodian of the Two Holy Mosques "Listening to a brief summary from General Secretariat of Ministers Council built on an accurate and comprehensive statistical report prepared by Orders & Decisions Follow up Sector of the Royal Court about the results of this sector's follow up of development & Service projects related to 20 ministries and government bodies and departments during the period that lies between 01 / 01 / 1427 & 01 / 01 / 1433 Hijri.
The said report discussed and compared statistically what has been implemented from these projects, what is still being implemented and what have not been implemented yet. The report included the most prominent implementation obstacles and suggested some solutions for overcoming them.
The project clarified that "the percentage of the implemented project reached 39%, the percentage of the projects which are being implemented is 41% while the percentage of the projects that have not been implemented yet is 20% during the aforesaid time limit. Government departments share the percentages referred to above but through various levels that range between the highest, the medium and the lowest."
Bringing the development and its coverage for all the geographical areas and social sides is an obsession for the leadership & state bodies shall keep pace with this ambition.
