Prince Khalid Al Faisal said "I relinquished the district of Prince and his deputy building for ‘Jeddah Sea Project'"

H.H. Prince Khalid Al Faisal (Mecca Prince) declared that recent Jeddah torrents caused 10 deaths, 4 injuries and 5 lost persons not found until now. He referred to the massive damages of properties and power cut for 68000 persons.
He assured that Jeddah tunnels are prepared to contain 25 mm of water not massive quantities like what happened recently. In a discussion broadcasted over Saudi Channel (1) Saturday night he said that 90% of Jeddah streets, more than 25000 buildings, 2500 supermarkets, more than 11000 vehicles, 80 boy schools and 36 girl schools were damaged.
There were many participants in that discussion with the Prince as Hussein Shobokshy (a businessman and media representative), Abdou Khal (a novelist), Fo'ad Al Farhan (blogger), Mahmoud Sabbagh (a writer) and Manal Al Sherif (the director of ‘Okaz Newspaper' women section).
Mecca Prince replied for "we want Jeddah Sea" question by saying that he relinquished the project site prince and his deputy building after the approval of H.H. Prince Naif Bin Abdul Aziz (the Second Deputy of Prime Minister and Minister of Interior). They will seek another location to build the municipality while assuring that he ordered Jeddah Governorate not to renew any lease contracts or make new ones in order that the site will be prepared for Jeddah Center Project.
Prince Khalid Al Faisal explained that torrents drainage projects in KSA were established to contain light and medium rains: 15-25 mm according to the previous average studies during the last 50 years. He said "...what happened is unexpected; heavy rains exceeds 111 mm".
Mecca Prince stated that King Abdullah Bin Abdul Aziz – the Custodian of the Two Holy Mosques – (May God Bless Him) authorized the recommendations of Fact-finding Committee after getting the approval of his ministerial committee.
Prince Khalid Al Faisal praised the efforts of rescue-men and volunteers after he saw their work regarding the torrents. He said that volunteers helped to drain torrents and did rescue missions in good situations. He referred that there will be a new special association for volunteers after getting the approval which will organize their works and managed by themselves.
His Highness indicates that 497 persons were rescued by choppers and 2580 persons by boats and land teams. The sufferers of this torrent are more than 50000 families and 16000 persons. He declared that the equipments in the field were 2790 equipment, 125 watering squads and 500 drainage tanks.
Mecca Prince said that water of 1430 a.h. torrents were 100 mm in the early hours and it damaged many quarters, while the rains of 1432 a.h. were 120 mm and settled in Jeddah which caused traffic jam and disembarkation.

He added that the quick response to the torrents of the last week Wednesday was hindered by streets obstructions because of the quantities of water which reached 1.5 meters that fall back upon air-rescue.
His Highness explained that the projects delayed after the first torrents disaster are caused by Fact-finding Committees which was formed and commenced on Muharram and finished reports three months later. The reports were delivered to the Custodian of the Two Holy Mosques who discussed it with a ministerial committee that admitted the results to be authorized by the Custodian of the Two Holy Mosques (May God Bless Him). All these procedures take time. Many urgent projects were approved; its cost is 650 million Riyal out of which 200 million were delivered to Jeddah Municipality.
His Highness said commenting on the results of the exceptional committee "The committee has no magic wand to solve the problem in a week or a month, and its recommendations will be fulfilled in stages. However, there are many efforts to avoid the losses of rains in the next week or the next month". He indicated that the committee has many permissions to authorize studies and follow the projects.
He explained that the Fact-finding Committee work was done by reporting to the Custodian of the Two Holy Mosques, referring that the penalties or declaration are not part of the committee's tasks. He said that there are many involved parties who are brought to trial. The investigation authority and the Attorney General are responsible for declaring the involved persons in Jeddah torrents disaster.
He indicated that the Fact-finding Committee report was presented after many suspects were brought to investigation: some of them confessed they're guilty and the rest are under investigation. He referred that many of the suspects were outside the country during the committee work.
Prince Khalid Al Faisal explained that there are 50 slums in Jeddah and 60 in Mecca considering that sewerage system covered only 10% of Jeddah areas with old and dilapidated network. He expressed his dissatisfaction with slowness in projects accomplishment and dependence upon sub-contractors. He said that there are a project and a committee established by Prince Naif Bin Abdul Aziz which put some suggestions to develop those slums; referring to two slums in Jeddah and one in Mecca. He said the expropriated lands will be the torrents watercourse and their owners will be compensated.
Mecca Prince assured that first torrents' compensations were all paid, and added that he would develop and establish social centers for youth in Mecca and Jeddah suburbs (for young men and women separately). His Highness said that those new projects in Jeddah are establishing nowadays, and he would form a department for each project to deal with media means transparently considering the slums centers created by H.H. Prince Abdul Majeed Bin Abdul Aziz (God Bless His Soul).

Prince Khalid Al Faisal declared that there are many young men and women in Mecca under the supervision of Mecca Council who are preparing a report of His Highness achievements during his reign to be submitted after four years.
Mecca Prince asked for transparency from many parties referring that he created a department in Mecca to provide information about work progress, and he blamed this department for not sharing the information.
As for Meteorology negligence for torrents and presence of students and teachers in schools, His Highness said that Prince Naif assigned Civil Defense to take the responsibilities as a priority. Also, he declared an open a discussion for new media official on Facebook and Twitter.
He said "...we will reply with action and we have the opportunity to do that. I'm proud of Jeddah and its people. The work is undergoing according to our potentials and we've got a department devoted to face emergencies.
