Most insured car owners are not aware that they are entitled to refunds of the remaining value of their premiums when they sell their vehicles under the terms of the policy. While noting this ignorance on the part of vehicle owners, Dr. Ahmed Al-Kadi, a social rights activist, said that what is commonly known is that the transfer of insurance from the seller to the buyer at the time of sale is mandatory. He said modern technology was being used to ensure the rights of government agencies and corporate, but it is ignored when it comes to the rights of individuals to claim insurance refunds. Dr. Al-Kadi called for a system to correct this unfairness, and to preserve the rights of both seller and buyer. He said that modern technology can document any vehicle sale transaction, notify the insuring company, and calculate what is due to the seller as refund. Dr. Al-Kadi noted that some citizens and expatriates fail to claim refunds even after several months of selling their cars. He said they had the right to make claims from the insurance companies retroactively. "This ignorance does not mean they have to forgo their rights, which are protected by law," he said. He called on the traffic authorities and SAMA to create awareness among the public about these rights.
