Leaders attending the Summit of the Americas in the Caribbean city of Cartagena, Colombia, faced a tough final day of talks Sunday with disagreements on issues including Cuba. The official photo of attending leaders was taken behind schedule to open the second day of the two-day meeting. Discussion among leaders has taken place behind closed doors, and there was no indication by Sunday that the leaders would sign a final declaration. Cuba has not taken part in any of the summits, which began in1994. Host Colombia and other Latin American countries wanted to invite the Havana government to Carragena, but the US staunchly refused, arguing that there must be a democratic regime change for admission.
