French President Nicolas Sarkozy, in an interview with Le Monde newspaper published on its website Monday said "another Europe is being born" after European Union leaders last week agreed to write a new intergovernmental treaty without Britain. "We must see that another Europe is being born: one of the eurozone, where the key words will be convergence of economies, of budgetary rules and of taxation," Sarkozy said. Sarkozy also said that the fact that EU leaders were taking charge of economic governance marked "indisputable democratic progress compared with the previous situation, where everything was organized the European Central Bank, the Commission and the Stability Pact."
