European Union leaders began arriving in Brussels for a key summit on the future of the bloc's common currency, with German Chancellor Angela Merkel insisting that eurozone governments need to subject themselves to tougher scrutiny from EU institutions, according to dpa. "The euro has lost some credibility and this credibility in the euro must be restored. And for that we have to make clear that weaccept more obligations," Merkel told reporters ahead of the start of the summit. "This means the (European) Commission will get more responsibility, the European Court of Justice will get more responsibility and we have to make clear that we will in the future truly comply with" deficit and debt rules, she added. Merkel also said that the so-called "Frankfurt Group" - involving France, Germany and EU, European Central Bank and International Monetary Fund leaders - as well as eurozone countries, would hold separate discussions over the course of the two-day summit.
