Climate change talks among experts from 35 nations began Sunday in Berlin aimed at preparing for the next UN summit in South Africa, where there are hopes of reaching a new, legally binding climate treaty, dpa reported. The meeting, jointly hosted by German and South Africa, follows a fruitless two-week conference by most United Nations members in Bonn last month. Chancellor Angela Merkel is to address the meeting later Sunday, as the German government tries to jump-start the lagging negotiations with time running out.
