More than 90,000 people are living in emergency shelters three months after a magnitude-9 earthquake and tsunami struck north-eastern Japan, news reports said Saturday. About 28,000 temporary homes for evacuees have been completed, a little more than half the 52,000 that the government plans to set up, the public broadcaster NHK said.
