Akhir 05 , 1432 H. / March 10, 2011 -- A draft version of Hungary's proposed new constitution would put a cap on the national debt, change the country's official name and potentially extend the political franchise to children, newspapers reported Thursday, according to dpa. The document, completed Wednesday, would cap the national debt at 50 per cent of gross domestic product, allowing a breach of that level only in exceptional circumstances. The draft does not contain an abortion ban that had been sought by the Christian Democrats, junior partners in the governing alliance. Another controversial proposal - extra votes for parents on behalf of their children - is not included in the draft, but a clause enables parliament to pass a separate law to that effect. The official name of the country has changed in the new draft from the "Hungarian Republic" to simply "Hungary," and the document begins with the first line of the national anthem: "God bless the Hungarians." The draft law will be presented in parliament on March 14. After debate and possible amendments, it could face a final vote as early as April 18. With a two-third majority in parliament, Prime Minister Viktor Orban's conservative alliance has the power to enact a new constitution without cross-party agreement. The opposition has largely boycotted the process.
