Naimi pointed out that the International Energy Forum began its essential work 20 years ago to change the dynamics between energy producers and consumers through greater cooperation, noting that the Kingdom of Saudi Arabia's status as a major oil producer and exporter, and its guiding principles of moderation and balance, have positioned the Kingdom as one of the most ardent and persistent advocates of open dialogue. He said, "To achieve this goal of continuous dialogue and greater stability in the international energy market, The Custodian of the Two Holy Mosques King Abdullah Ibn Abdulaziz Al Saud proposed in his inaugural address to the 7th International Energy Forum held in Riyadh in November 2000, the establishment of International Energy Forum (IEF) Secretariat." He added, " After Saudi Arabia put to order all legal and organizational matters, Ministers of the 8th IEF Ministerial Meeting in Ozaka, Japan, in 2002 endorsed the Saudi Initiative. The Secretariat was established and started its work in December 2003, and now plays a pivotal role in facilitating the producer-consumer dialogue and related interests for a more stable and transparent international energy market.
