U.S. Secretary of State Hillary Rodham Clinton has arrived in the Polish city of Krakow to speak at an international conference on the promotion of democracy. She also is to witness the signing of a technical amendment to a U.S.-Poland agreement on missile defense. The amendment adjusts an existing accord, signed during the Bush administration, to take into account the Obama administration's new approach to missile defense in Europe. Hillary Clinton later Saturday was flying to Baku, Azerbaijan.
