"The Royal Decree is concerned with problems of financial corruption which can never be forgiven. In addition, it has determined authorities of notaries and means for their accountability and punishment as well as regulating systems of owning real estates. "All these procedures are viewed as complimentary to the steps earlier undertaken to develop the judicial , accountability and control systems," the daily commented. "Those who study carefully the style of King Abdullah bin Abdulaziz will realize the fact that his reformatory policy will activate numerous stagnant matters at the governmental departments.
