based Al-Watan commenting on the developments in Iraq, said the Iraqis have been trying to practice sovereignty and incomplete democracy through their parliament and through the laws they have accepted after the American occupation of their country and the collapse of the regime of Saddam Hussein. "But these practices are blocked by the intervention of the occupying forces," the daily added. The daily believes that the Iraqi elections may not take place at the scheduled date and even if they are held at the fixed date they will not satisfy the ambitions of the people if the Iraqi government insisted on preventing some elements from participation in the elections. "If the elections are free from fair competitiveness, then their results will be decided prior to the holding of elections," said the paper, noting that as some Iraqis are calling for boycotting the elections in a manner that raises questions about their legitimacy and fairness.
