Angela Merkel told parliament ahead of her departure for the climate talks in Copenhagen on Thursday that the current U.S. offer of a 4 percent cut «is not ambitious enough.» All industrialized nations are under pressure to make even deeper cuts, while developing countries are being pressured to rein in emissions growth as part of efforts to reach an international agreement.
