Despite that, it is painful to notice that this disaster was not a result of heavy rain or that it was accompanied by strong cyclones that could be described as extraordinary or as uncontrollable, but, regrettably, the catastrophe was a result of rain which you don"t describe as disastrous, the royal order said in a statement.
