based Al-Watan said Brussels conference for international donors which ended its deliberations yesterday has put the horse before the cart for the first time. The daily noted that the donors have pledged to extend $250 million for the reconstruction of Somalia and normalization of the situation in the Horn of Africa's country after more than two decades during which Somalia was forgotten by the international community. The announced purpose of the conference was building security organs in the country because security is a guarantee for the success of the reconciliation efforts and could enable the government to rescue the country. "Unfortunately, the international community did not give any attention to Somalia except after the emergence of the piracy activities, said the daily, adding that piracy is not more than the symptom of the disease. "We should take into account that the state's institutions have collapsed in Somalia in addition to the prevailing poverty in the country," said the daily. The daily welcomed the return of the Somalian Islamic leader: Oweis, to Somalia and hoped that this development would provide a good opportunity to enhance the pillars of the national reconciliation and broaden the base of participation in the national unity government.
