Togo's president has named a U.N. diplomat as prime minister. The appointment fills the vacancy created when Komla Mally resigned from the post Friday after less than one year in office. New Prime Minister Gilbert Houngbo is a career diplomat and academic who is seen as politically neutral. He has been Africa director for the United Nations Development Program since 2005 and teaches at the University of Lome, Reuters reported. Houngbo's appointment was announced late Sunday in a national television broadcast.
