Paraguay's new president is replacing most of the South American country's top military leaders. Presidential spokesman Augusto Dos Santos said newly inaugurated President Fernando Lugo has signed 30 decrees naming new heads of the poor country's army and air force. The decrees did not specify if the changes were due to corruption or misconduct. On Tuesday, Lugo replaced the country's police commissioner. Lugo, whose inauguration last week ended over six decades of one-party rule, pledged to reform the country's military, saying soldiers would now perform humanitarian tasks for the poor. In a speech, he said the military will “never again … be used to repress or harass” Paraguayans.
