The president of Abkhazia says an International proposal aimed at resolving the breakaway region's dispute with Georgia's central government is unacceptable. Abkhazia's President Sergei Bagapsh said Friday that Georgia must withdraw forces from the region before talks can take place and that discussions on Abkhazia's status are out of the question because it considers itself independent, according to a report of the Associated Press.
