U.S. President George W. Bush and Russian President Vladimir Putin could sign a "strategic framework" agreement to guide their successors when they meet in Russia later today, a White House spokeswoman said. White House spokeswoman Dana Perino told reporters traveling with Bush on Air Force One the two leaders hope to "deepen and broaden the relationship before handing it off to the next presidents." Toward that end, she said she expected Bush and Putin to sign a "strategic framework" agreement that would guide Medvedev and whoever succeeds Bush in 2009 in areas of cooperation including security, nuclear non-proliferation, and the economy.
