The European Union has postponed the deployment of advance units of its peacekeeping force in Chad after an upsurge in rebel activity in the central African nation, a spokesman for the mission said Friday. Commandant Dan Harvey said two planes carrying special forces from Austria and Ireland had been canceled Thursday evening until the EU has a clearer picture of the impact of a rebel offensive against Chad's government, the Associated Press reported.
