The top of a five-storey building next to Scotland Yard police headquarters in London collapsed Tuesday, leaving one person injured and a builder trapped in the rubble while passers-by said they had a "lucky escape," according to dpa. Momentarily, the mid-afternoon incident prompted fears of a terrorist attack, but police were quick to establish that there was no evidence of an explosion. However, several eyewitnesses reported hearing a "loud bang" prior to the collapse of the top two storeys of the building, which sent debris flying into the street below, causing extensive damage to parked cars and motorbikes. The building, near government quarters, Westminster Abbey and the royal palaces, housed the campaign headquarters of Hazel Blears, chairwoman of Britain's ruling Labour Party.
