The European Union's German presidency urged Ukrainian leaders Friday "to assume the responsibility which they have to resolve the political crisis in Ukraine through negotiations." In a statement issued in Berlin after a day of high drama in Kiev, the EU said all efforts should be focussed on a peaceful settlement between President Viktor Yushchenko and Prime Minister Viktor Yanukovich, according to dpa. "The agreements reached on 4 May with regard to the holding of parliamentary elections represent an important starting point and should now be built upon," the EU said. "The presidency urgently appeals to all those with political responsibility to distance themselves from action which could result in any further escalation of the dispute, and in particular the use of armed security forces." Earlier Friday Yushchenko had ordered troops to secure state buildings in Kiev.
