ON-DON, Russia, Aug 22, SPA -- Two bombs exploded at a small oil pipeline at a refinery complex in Russia's Ingushetia region before dawn Tuesday, causing a fire that raged for about three hours, officials were quoted as saying by the Associated Press. The Interior Ministry's branch in Ingushetia described the explosions as sabotage and the Russian Prosecutor General's office said in a statement that the blasts were not being considered terrorism.
