U.N. Secretary-General Kofi Annan welcomed Friday the announcement of the preliminary results of the December 15 parliamentary elections in Iraq, said U.N. spokesman Stephane Dujarric. "Once the final results are announced, the secretary-general calls upon all Iraqi political parties to come together in a spirit of national reconciliation to form an inclusive and fully representative government that will serve all the Iraqi people," Dujarric told reporters. The Shia-led United Iraqi Alliance won the elections throughout the country, gaining 128 out of 275 seats. However, the party does not have enough seats to govern and must form a coalition government with other parties.
