U.N. Secretary-General Kofi Annan said Thursday that Security Council Resolution 1559, which in part calls for disarmed militias in Lebanon, has not been implemented. "[We've had] discussions with the Lebanese authorities who are very conscious and trying to work within their own system as to how to proceed," Annan told reporters. "I think we should give them the time and space to decide how to do it and not try and impose something on them that could destabilize the situation." Resolution 1559 was passed by the Security Council in September 2004 and demanded Syria's full withdrawal from Lebanon, the creation of a constitutional process in Lebanon, and the disarming of all militias. "We all want to help Lebanon, we want to see interference cease in Lebanon, we want to see Lebanon as a normal independent state that can run its affairs without outside interfering, but we can also be careful to be sure that we don't destabilize the country," Annan said. --more 11 29 Local Time 08 29 GMT
