General Kofi Annan read the Quartet's statement, which urged a better system of movement for Palestinians in Gaza and to and from the West Bank. The Quartet also noted its concern over the Israeli wall, parts of which are on land the Palestinians claim for a future state. The wall "results in the confiscation of Palestinian land, cuts off the movement of people and goods, and undermines Palestinians' trust in the roadmap [peace] process," the statement said, referring to the Quartet's plan for Palestinian statehood. Annan also mentioned U.N. special envoy James Wolfenson's plan to give $750 million to the Palestinian Authority as part of the Quick Impact Economic Program. The money will be disbursed during the remainder of 2005.
