A survey published Friday showed that the French are still opposed to the European Union constitution, but the majority is showing signs of wavering. An IFOP Institute poll, sent to dpa, showed 52 per cent of the French public against ratifying the new E.U. constitution, a 4-per-cent drop on two weeks ago. Ten per cent are still undecided how they will vote in the May 29 referendum. This is the third consecutive poll in which opposition to the constitution fell.
