U.S. Secretary of Defense Donald H. Rumsfeld arrived in Afghanistan on Wednesday on an unannounced visit expected to include talks with President Hamid Karzai, officials said. Rumsfeld arrived at the American base in the southern city of Kandahar, U.S. military spokeswoman Lt. Cindy Moore said. Moore provided no details of his schedule, although an Afghan government spokesman said Rumsfeld was also expected in the capital, Kabul, for talks with Karzai. Officials in neighboring Pakistan said Rumsfeld was expected in Islamabad later Wednesday for meetings with President Gen. Pervez Musharraf and other leaders. The visit comes as U.S. and Afghan officials discuss a "strategic partnership."
