General Jaap de Hoop Scheffer said he hoped it would be up and running by the end of 2004. NATO currently has some 110 trainers in the fortified Green Zone in Baghdad. Around 10 out of NATO's 26 members have sent staff to the mission while countries that opposed the war such as Germany and France have refused to set foot in the country. Besides the shortfalls in staff, NATO also needs about 20 million euros (US$26 million) from allies to fund the mission. De Hoop Scheffer wants all allies to pledge some form of help for its efforts to train and equip Iraqi officers by Feb. 22 as proof the wounds opened by the Iraq war have healed.
